Anti-chlorine crusade fouls Great Lakes region

Chlorine is used in all facets of daily life

When the subject is man's best friend, you're likely to hear
a lot of conflicting opinions. Some point to the stately Great
Dane, others to the lovable Beagle, and still others leave dogs
off the list completely and instead hold aloft such dandies as
the golf club, the riding lawnmower, and the remote control. One
thing you probably won't hear mentioned, however, is chlorine,
and that's a shame, because given its incredibly wide range of
benefits, it should at least rank up there next to Rover.

Every time you turn on your tap, whiten your socks, fill a
prescription, or diaper your baby's bottom, chlorine is helping
to brighten your day. It is found in such diverse products as
teflon, compact discs, birth control pills, photographic film,
sofa cushions, linoleum, and lawn chemicals. It is use in 85% of
all pharmaceuticals, 96% of all pesticides, purifies 98% of all
U.S. drinking water, and directly affects 1.3 million American
jobs. Chlorine is so important, in fact, it is used in 60% of
all chemical transactions which amount to 40% of our total gross
national product.

With MVP numbers like those, it's hard to imagine anyone
would attempt to completely strike out its use. Nevertheless,
some are claiming we must do just that because they say the
consequences of not banning chlorine are too severe.
Environmental groups led by Greenpeace, the National Wildlife
Federation (NWF), and the Canadian-based Pollution Probe are
actually calling for "zero discharge" of the chemical. And
nowhere have their efforts been more intense than in the region
of the Great Lakes.

"Just get rid of them!"

At the heart of the chlorine controversy are complaints
about the chemical's effects on the environment and human health.
Foremost, activists say human activities such as incineration,
paper production, water purification, and pesticide use are
resulting in dangerous amounts of toxic chlorine compounds being
formed in the environment. They further claim these compounds,
known as organochlorines, can persist in the ecosystem for as
much as one hundred years and can thus build up, or
bioaccumulate, in living tissue and pass from one organism to
another. Since animals farther up the food chain are more
susceptible to being KO'd by such persistent chemicals, environmentalists sound their loudest alarm about chlorine's impact on such species as birds, whales, and people.

So convinced are they of chlorine's devastating impact that
Tim Eder, a spokesman for NWF, sees no room for compromise.
"When it comes to organochlorines," he stated in a recent
interview with Citizen Outlook, "you don't make them, produce
them, or dispose them...you just get rid of them!"

Apocalypse Not

Despite such bold certainty, basic science and some real-
world observations are casting a long shadow on the anti-chlorine
claims. To begin with, there are literally thousands of
different kinds of organochlorines and despite assertions to the contrary, many, like chloroform and methylene chloride, are produced by nature. Even "persistent" chlorine by-
products like dioxin and PCBs are often naturally produced by
forest fires and volcanoes.

As for breaking down in the environment and in living
tissue, scientists from the respected CanTox group in Ontario say
even the most persistent chlorinated organic compounds are far
more degradable then generally thought. In the Great Lakes, for
instance, levels of PCB and dioxin have dropped dramatically
since their use was curtailed -- a drop of fifteen fold in just
20 years. And fish, which had PCB levels of as much as 40 parts
per million (ppm) in the 1970's, are commonly found today with a
meager level of 1 ppm and rarely exceed 2 ppm.

With regard to wildlife, it is alleged that several
species are being harmed. But if that's so, their
numbers, according to the U.S. Fish and Wildlife Service, do not
reflect it. Bald eagles have been on the rebound for more than two decades, and the Great
Lakes just happens to be among their strongest habitats. In
1973, there were an estimated 345 pairs in the region, but today
that number has burgeoned to 1,449. Trout numbers in the area
also continue to remain healthy while a frequently mentioned bird
known as the double-crested cormorant, which numbered just 157
nests in the region in 1977, has now exploded to an estimated
11,439. Beluga whales aren't even on the threatened, never mind endangered, species
list. And as for seagulls, any Great Lakes boater or fisherman
can tell you there's little danger of the area running out of
them any time soon.

Finally, concerning the chemical's impact on human health,
there have never been any known real-world fatalities caused by
organochlorines. Activists, in fact, have been able to
produce only one report of any scientific interest that links
chlorine's use to physical human harm. This report, known as
the Jacobson study, postulates a connection between birth defects
and the consumption of contaminated Great Lakes fish by pregnant
mothers. The study, however, has been roundly rejected because
it included no chemical analysis or legitimate demographics of
the individuals surveyed and came up with only a statistically
insignificant 2 out of 36 positive tests that showed any link.
Commented Dr. John Giesy, a Michigan State University scientist
who had occasion to interview the researchers, "The study simply
appears to have been done for additional funding."

Money and Lives

Unfortunately, this lack of convincing evidence to show any
damaging effects has not slowed down the drive to ban chlorine.
Even the Clinton Administration is now calling for the creation
of a "national strategy for substituting, reducing, or
prohibiting the use of chlorine" as part of the new Clean Water
Act. Such a move, however, would carry huge costs in money, and
maybe even in lives. The Charles River Associates group of
Boston pins the cost of chlorine substitutes, in the cases they
are available, at $91 billion, or $1,500 a year for a family of
four. And with countries such as Bolivia and Peru experiencing a
cholera epidemic following their decision to stop chlorinating
their water, the cost in human health could also be real and
severe. The chlorine ban is thus one policy objective we can ill afford to swallow.
