Emissions programs misfire with motorists

America's love-affair with the automobile isn't shared by EPA

A 426-HEMI engine. Dual-quad carburetors. A limited-slip
differential axle. And a four-on-the-floor tranny.
If it's the U.S.A. you're in, cars are one subject that'll
turn the crank of practically any conversation. In the early
days, it was the `37 Packard and the `39 DeSoto that had the
jitterbuggers' heads turning. Later, it was the `57 Chevy and
the `65 Mustang that were the hot items at the drive-in. And in
more recent years, the minivan, the light truck, and the luxury
sedan have been the rage among thirty and forty-something
babyboomers. Indeed, cars have been such a big part of our
culture that countless songs have been written about them, big-
screen dating scenes and high-speed chases have romanticized
them, the #1 spectator sport in America races them, and a
seemingly endless array of television jingles has sold a heck of
a lot of them. But America's nearly century-long love affair
with the automobile is certainly not shared by all.

Writing in one of the environmental movements most important
annual publications, State of the World, the Worldwatch
Institute's Michael Renner asserted, "The proliferation of
automobiles has led to the multiple crises of oil depletion, air
pollution, looming climate change, and congestion. The magnitude
of these problems suggests the need for a fundamental rethinking
of the automobile's role."

Steve Nadis and James MacKenzie of the World Resources
Institute recently stated, "Cars are among nature's chief
adversaries...Until we gain control over the number of vehicles
on the road and the total miles they travel, we just can't win
the battle against pollution."

And no less prominent a figure than the Vice President of
the United States, Al Gore, offered this rather extreme view of
the automobile in his best-selling book, Earth in the Balance:
"We know their cumulative impact on the global environment is
posing a mortal threat to the security of every nation that is
more deadly than that of any military enemy we are ever again
likely to confront."

The rubber of this anti-car rhetoric has met the political
road in a number of different ways. The first has been efforts
to dramatically raise the fuel-efficiency standards for all
vehicles -- with some advocates trying to hang an onerous 27
mile per gallon average requirement on light trucks and vans and
a Geo Metro-like 40 mpg's on all other passenger cars. The
second has been an attempt to go after the stuff that makes cars
run, namely gasoline, by the proposal of a "carbon tax" that
could possibly double or even triple the price of a gallon at the
local pump. Some radical proponents have even called for
an outright ban on automobiles, believing that public transit,
bicycles, and maybe even rickshaws and shoe leather would
suffice. But while this wish list is still just that, the anti-auto constituency has been able to construct one annoying roadblock to put in the way of motorists, and this roadblock is called the Clean Air Act Amendments of 1990.

The clean air act strikes again
Billed as one of the most sweeping pieces of environmental
legislation ever, this 18-wheeler of a law covers a wide stretch
of regulatory miles, all the way from coal plants and chemical
processors to dry cleaners and bakeries. Many of its provisions
are costly and its benefits questionable, but none have drawn more public fire, than those that deal with
auto emissions -- and specifically, those through which the EPA
is mandating centralized inspections, new commuter options, and
reformulated gasoline.

Concerning the first of these, vehicle emissions testing,
the federal government has decided that any area that does not
meet is standards for clean air, and is deemed a "nonattainment
region," may be forced by the EPA to implement a centralized
testing program. Currently, many of these areas operate a
decentralized program in which motorists can visit any number of
private service stations to have their testing done. But under
the EPA plan, all testing would have to take place in
centralized, state-run facilities, and would involve a great deal
more time and expense.

To begin with, areas would be forced to purchase new
tailpipe inspection devices called IM240's that cost upwards of
one hundred grand apiece. The equipment is also notoriously slow
since it requires cars to accelerate and decelerate for a period
of 240 seconds, and can thus handle at best only 12 cars per
hour.

The biggest nightmare, however, stems from the fact that in
many places, the program would funnel millions of motorists into
just a relative handful of inspection stations. In El Paso,
Texas, for instance, the EPA mandate would reduce the number of
inspection sites from over 170 to just 4 for a vehicle population
of 344,000. And in California, the changeover would mean
diverting all of the Golden State's 27 million motorists from
9,000 private facilities into a paltry 125 to 200 centralized
ones.

Such a scenario, to say the least, is obviously quite
unpopular with the public and has thus sent state political
leaders into open rebellion against Washington. Despite the fact
the EPA is holding billions in federal highway funds over their
heads, local leaders have made it clear that they themselves, not
Uncle Sam, should be calling the shots as to how their individual
states and regions meet clean air standards.

"The EPA's do-it-my-way-or-else threat is a good example of
the federal government's abuse of the Tenth Amendment," said
Virginia Attorney General Jim Gilmore who filed a suit against
the agency for trying to railroad his state into a centralized
testing program for the heavily-populated area of Northern
Virginia.

In Texas, the state legislature voted to suspend its
centralized testing program, while in California, the Clinton
Administration was forced to back down and grant a waiver, no
doubt having kept the state's large electoral base in mind.

And in Maine, Governor Angus King suspended the program
after calling it "flawed" and "unreasonable," and a measure is on
the ballot to eliminate it outright this November.

Gassing up the commute
In the second area regarding how employees travel to and
from work, the EPA has identified nine "severe" nonattainment
areas which it says must implement "Employee Commute Options," or ECO programs, for all businesses with 100 or more employees. These options may range from simply providing workers with mass
transit schedules to more expensive and burdensome measures like
forced carpooling, compressed workweeks, the elimination of free
parking, and the construction of shower and locker facilities for
those who wish to bike or walk to work.

Fortunately, the EPA has not yet pushed very hard to mandate
this program because in the places it has been attempted, it has
met with great resistance. Employers have complained about the
cost and loss of productivity, employees have complained about
the inconvenience, and one air quality manager in Southern
California described such programs as his agency's "most hated
rule" and "least popular environmental program." If the EPA ever
decides to crack down with ECO, it estimates full compliance at
somewhere around $1.4 billion per year.

Finally concerning reformulated gasoline, the Clean Air Act
Amendments require the exclusive winter sale of oxygenated fuels
in the 39 cities with the worst carbon monoxide pollution. The
idea is that increasing the oxygen content in gasoline through
the addition of either methanol or ethanol will cause a more
complete combustion and help cars run leaner, hence lowering
emissions.

Of the three new programs, this is the one that has ruffled
the fewest feathers because the increased cost per gallon is
minimal, the decline in efficiency is only around 2 to 4 percent,
and motorists in these areas have not balked too much about
having to pay a little more for cleaner air.

The program has, however, provoked some opposition in places
like Milwaukee where complaints about headaches, dizziness, and
nausea prompted Governor Tommy Thompson to call for its
suspension. Nevertheless, most areas have complied and gone
grudgingly along with the feds.

What to do with the grease-monkeys?
So all this brings to mind the question: Is the exhaust
that comes out of our tailpipes bad enough to justify this
backseat driving by some environmentalists and government officials? Well, it's obvious that some major cities still need to do a more thorough job cleaning up their air. But a government
program that labels an area as a nonattainment region because it
is out of compliance for as little as a few hours out of a whole
year clearly needs to be pulled over. Our cities are getting
cleaner as just in the past decade, ground level ozone has
dropped by 21%, lead by 89%, and carbon monoxide by 34%. And the emissions technologies of automobiles continue to improve. So if a little tinkering remains to be done under the hood of cars and
clean air, it should be done by the skilled political mechanics
at the local level, not the political grease monkeys who would like to see all cars go the way of the
Edsel.
