Ending poverty through people and profitsNew Eberly book mirrors CFACT visionApril 28, 2008 by CFACT Back in 1999, the CFACT briefing paper “EPA’s Relations with the States: Top-Down Commander or Managing Partner?” argued that the dominant command-and-control methodology was an inappropriate and limited mechanism for oversight of state environmental quality programs. We had suggested that EPA’s primary role should be in supporting state and local regulatory programs whose employees work side by side with cooperative regulated entities. Together they can work to find technological and other cost-effective means to reduce or eliminate environmental problems. The sword should be reserved only for bad actors.
Three Presidents had already encouraged EPA to move away from the “command and control” paradigm and toward relationships fostered through the Negotiated Rulemaking Project. Under this new paradigm, stakeholders representing a broad swath of interests sought to find compromises such that meaningful reforms might be authorized with a minimum of litigation and bickering that typically slowed the pace of environmental progress. Curiously, many EPA staffers balked at this approach, perhaps fearing a loss of the power they could exercise under military-style command-and-control. Even today, some regulators maintain animosity toward those under their purview. Reading through Don Eberly’s provocative book, The Rise of Global Civil Society: Building Communities and Nations from the Bottom Up, stirred memories of how long we have been promoting a bottom-up approach to public policy. A case in point is Eberly’s contention that “the real poverty fighters are not drifting around the halls of the United Nations, the International Monetary Fund, or the World Bank – they are working at the village level.” Eberly’s arguments line up very well with CFACT’s own new paradigm for bringing prosperity to the world’s poor. For example, in “Turning Swords into Plowshares” (March 2006), we expressed our belief that efforts to help the poor should focus on empowering individuals and communities to make their own decisions, earn their own money, and gain their own economic and political freedom. After a 2005 visit to the settler village of Valle Verde, just outside the bustling city of Cancun, we wrote that “even the world's poorest can make strides toward prosperity when given the opportunity -- if others with more of the world's goods will treat them as potential partners, listen to their dreams, and help turn them into realities.” CFACT therefore designed a program “to identify and empower people in local communities to devise their own plans for economic growth and environmental protection and to join with them as partners in service.” Our goal was and remains to work “through building partnerships among businesses, governmental entities, non-governmental organizations, and individuals to remove barriers to success placed by governmental, banking, and other institutions,” and replace them with bridges built by our team of partners. The senior partners in each of these teams would, of course, be the indigenous entrepreneurs and/or community leaders who would be developing a new business or bringing needed services to their fellow villagers. Eberly, who founded both the National Fatherhood Initiative and the Civil Society Project, boldly states that “we are entering an era of ‘bottom-up’ innovation and discovery” that will bring about major advances in reducing global poverty and in eradicating disease and illiteracy. Non-governmental entities and forces, he says, will dominate the future. This, he adds, will largely because America’s nonprofits, religious congregations, and civic organizations have been helping people in developing nations to establish new legal and social norms and an ethic of citizenship. Similarly, American businesses can help these peoples modernize business practices, improve corporate ethics, reduce state corruption, and enact sound property law. Eberly lauds the aid-dispensing Millennium Challenge Corporation, for which former Secretary of State Colin Powell was a chief architect. The MCC, he says, operates on the “participation principle,” focusing on customer friendliness and innovation moreso than on bureaucracy and budgets. Nations must conduct town meetings that help shape their aid requests. This approach has required national governments to develop genuine relationships with the poor and their village elders based on a spirit of mutuality and respect. The MCC’s premise is that the chief untapped resource in traditional development programming was the creativity, knowledge, and motivation of local citizens. Eberly identifies the great tsunami of 2004 as a watershed in the transition to the new paradigm for helping the poor, largely because Europeans and Asians alike joined together with American-based charities and private entities as participants in civic society. Indeed, private sector giving dwarfed amounts provided through official sources. Much of this began with web-based giving, but tens of thousands of people worldwide left their jobs (or were sent by their employers) to personally participate in relief efforts. The tsunami relief effort also rode the wave of the new corporate emphasis on social responsibility and the growing recognition that putting a priority on the real worth of people results in a firmer basis for trust and cooperation in business ventures. The business approach to charitable work is very different from that of traditional NGO’s. Most seek small, flexible institutions with lots of personal, hands-on involvement and a strong emphasis on outcomes – that is, institutions much like their own (at least at their outset). Eberly nonetheless challenges the business community to refocus corporate social responsibility programs on actions that contribute directly toward prosperity for the poor – better governance and creating new markets that serve their needs. Businesses must also insist that nations abide by the rule of law, strictly curb corruption, and undertake various other badly needed state reforms. In summary, Eberly says we must “legalize capitalism for the poor,” by providing them with credit and by ending legal and institutional barriers to their entry into the formal marketplace. The objective of development, according to Eberly favorite Stuart Hart of Cornell University, is “indigenous enterprise -- co-creating technologies, products and services to meet local needs and building local businesses from the bottom up.” Multinational corporations therefore need to understand and nurture local markets and cultures, leverage local solutions, and generate wealth at the lowest points of the pyramid. Relying on his experience with USAID and the reconstruction of Iraq, Eberly challenges both the hyper-secular U.S. diplomatic corps and faith-based care-giving organizations alike to learn to accommodate the cultural and religious sensitivities of the poor they seek to help. Many devout Muslim Iraqis, for example, are students of the political philosophies of Aristotle, Plato, Madison and Jefferson. Yet they have their own sense of differentiating between the state and civil society. Here, too, Eberly counsels in favor of “people to people diplomacy” that includes promoting human rights, democratic reforms, and open societies. It is urgent, he adds, that Christians and Muslims, whom he says have far more in common than either faith has with secularism, find accommodation to minimize problems that are festering especially in nations with significant minority populations of one religion and majorities of the other. Civil society provides the most likely path toward diminishing the rampant anti-Americanism that has swept the globe, which Eberly says is only partly a result of the Iraq war. Perhaps an even greater cause of hatred of America is our arrogance or perhaps just blind ignorance to the fact that at least some of the “freedoms” we espouse are viewed with horror by devout Muslims and other traditional cultures. Videos displaying perversions like “Girls Gone Wild” is a grotesque feature of American pop culture. To counter such mistaken impressions, Eberly suggests that more Americans should become familiar with Arab pop culture. Through their art and music, young Arabs subvert state power, challenge restrictive social and moral norms, portray socially marginalized groups in sympathetic terms, seek solutions to societal problems, portray women in roles of power, and thus increase social tolerance in those societies. We would also do well to encourage and facilitate cultural exchanges (often blocked by Homeland Security) but even better to focus on cultivating indigenous civil society through acts of kindness and compassion. Here’s an example. Musician Steve Pile took solar panels to The Gambia to record indigenous kora players and left the panels for his Gambian friends to use as their only current source of electricity. Steve is now raising capital to build a recording studio that will enable his friends to market their music worldwide. In closing, Eberly has suggestions for just about everyone. He urges the United Nations and other multilateral institutions to acknowledge their past failings and learn how to learn from the poor through relationship building and listening. Ordinary folks, either alone or through religious and civic organizations, can target their dollars to specific poor people, countries, or poverty fighting organizations and get personally involved in conversations with those with the greatest stake in ending Third World poverty – the poor themselves. The alternative, as expressed by Oxford University’s Paul Collier in his recent book, The Bottom Billion, is that we will leave behind a billion or more people trapped in abject poverty by rich villains who holds the reins of power over them. In this group Collier includes active and passive First World collaborators (such as banks who allow dictators to deposit funds stolen from aid monies). Collier hopes that we will instead help the Third World heroes whose bold stances for honesty and progress have cost some their jobs, others their lives.
