Europe looks north for energy, US shuts its doorsPoliticians continue to frustrate domestic energy developmentNovember 10, 2008 by CFACT Barely noticed amid the panic over Wall Street were cries from New England Governors and Senators for $1 billion in assistance to subsidize purchases of home heating oil this winter. These same politicians, of course, decry every effort to increase U.S. energy supply – whether it be oil and gas deposits from Alaska to offshore Florida, uranium reserves in Arizona and New Mexico, or clean coal from Utah. Congressional leaders today are just as adamant. Rep. Nancy Pelosi may have backed down a little from her promise to “save the planet” from offshore drilling for oil and gas – but not much. And as for Sen. Harry Reid, well he reintroduced a ban on oil shale exploration. The majority in Congress still oppose drilling in ANWR, and no one has shown much enthU.S.iasm for developing oil and gas resources in the U.S. Exclusive Economic Zone in the Arctic region. A few years ago, President Clinton created the Grand Staircase-Escalante National Monument with full knowledge that the action included the withdrawal of over $300 billion worth of coal and other mineral deposits from future exploitation. Now, just as this nation begins a new drive to permit new nuclear power plants (two in Texas alone), we learn that Congress has acted to block the mining of one-fifth of the nation’s uranium reserves. All it took in New Mexico was an “emergency declaration” that the reserves were on “sacred” Native American land. A similar “emergency declaration” blocked all public criticism of the move by Rep. Raul Grijalva (D, AZ) to stop development at 1,100 mining claims in Arizona. In the current political climate, even wind power projects are condemned, both for producing energy only intermittently (jU.S.t as solar only works in the daytime) and for despoiling pristine vistas or even killing birds. Meanwhile, those who are financially well-off gleefully purchase energy credits generated by Native Americans who, if we can believe what we are told, are happy to power their own farms by riding stationary bicycles. The rest of the world, already troubled by the way the U.S. handled its financial markets, is surely also scratching its collective heads over our anti-energy policies. Take Russia, for example. That nation is on an all-out blitz to maximize its claims to Arctic oil and gas reserves. Russian President Dmitry Medvedev says developing the Arctic is “our responsibility, and simply our direct duty, to our descendants” and “... a safeguard for Russia’s energy security.” Prime Minister Vladimir Putin is overjoyed at claims that changes in climate may be opening up iced-over waters and the vast mineral reserves of the Arctic. Norway has been equally aggressive. Heige Lund of the Norwegian firm Statoil has called for a “massive exploration effort” in the Arctic. Even EU Energy Commissioner Andris Pielbags now says that Arctic exploration is vital to Europe’s energy security. “Otherwise, where will we get the energy from?” Environmentalists are, not unsurprisingly, horrified by such banter. World Wildlife Federation Director Stephan Singer accuses governments and energy companies of creating a “perverse situation” that threatens “a very fragile ecosystem that is already basically dying.” And playwright Eve Ensler, writing for The Huffington Post, says, “I think of teeth when I think of drills. I think of rape. I think of destruction. I think of domination.” Similar panic led to drilling bans in ANWR, in most of our outer continental shelf, and on an increasingly large number of federal and even state lands. Barring major changes in U.S. policy, it is doubtful that the U.S. will ever benefit from its own Arctic oil. Of course, our failure to tap our own reserves is just better news for the rest of the world that lacks such scruples. Cuba has partnered with the Chinese to exploit oil and gas resources 50 miles off the Florida coast – with not even a peep from those who condemn U.S. exploitation of these same resources. Drilling by other nations is clearly not a problem to those who apparently only want the U.S. not to benefit from resource development. The results are staggering. Instead of billions in federal tax revenues, tens of thousands of new high-paying jobs, and a huge shift in our trade imbalance that would result from developing domestic energy resources, we get demands for subsidies for those hit with high energy bills at a time when even the U.S. Treasury is, according to observers, bordering on default. We can take some “comfort,” though, that we may not be alone in this rowboat over Niagara Falls. Former British Energy Secretary Lord Howell acknowledged that “Britain is now in real danger of running out of power in the period immediately ahead, thanks to incoherent national energy policy, misplaced green zealotry, dithering for years over nuclear power ... and a huge thirst for imported natural gas.” Making things even worse for the British, a jury recently acquitted several people who had admittedly caused $65,000 damage to a coal-fired power station after hearing testimony from NASA scientist Dr. James Hansen that their alleged misdeeds were actually quite noble. The jury verdict apparently emboldened former Vice President Al Gore to urge American college students to commit similar civil disobedience at any U.S. coal plant built without the capacity for carbon capture. Higher energy prices. Even higher subsidies to compensate voters hit with higher energy prices. Huge drags on investment due to the threat of even more stringent regulations, the cumbersome regulatory process for permitting, and the threat of state-sanctioned civil disobedience. A slower economy. Even greater reliance on foreign energy sources. Wow! We have a lot to look forward to this winter.
