"You can't please all the people all the time" is a truism most people understand as a reality in life. Indeed, mess sergeants in days of old didn't even try to cook foods to placate any new recruit's favorite cuisine, but felt compelled to serve up meals that "nobody liked any of the time" just to make their own lives easier. In a similar vein, the recent energy bill passed by Congress offers many things to offend just about everyone, and the pork contained in it seems to have been prepared primarily to meet the individual tastes of the Congressmen and Senators who cooked it up. Fortunately, however, the nearly 4 years it took to pass this bill doesn't appear to have all been in vain; in other words, it seems to offer what will probably be enough sustenance to assuage our nation's energy appetite. The provisions contained in the enormous 1,724 page energy bill are many and varied. Some of them, to be sure, seem peculiar, such as one to slow down the U.S. government review of a proposed bid for American-oil giant Unocal by the Chinese, as well as a change made to lengthen Daylight Savings Time (a move which the Administration says will save millions of barrels of oil each year). Commenting on each and every one of these provisions would take far too long, but here's a few of the highlights that summarize its contents:
As one can readily see, the energy bill has pluses and minuses for just about all interested parties. Advocates of renewable energy, for instance, can be pleased to learn that the bill grants generous tax incentives to those who purchase a hybrid-powered car or outfit their home with new solar panels. But these same folks will probably be less than thrilled with the bill's allowances for new tax credits for new coal and nuclear power plants. Similarly, free market advocates can be relieved to see the bill drop onerous requirements for CAFE standards and renewable energy quotas for utilities, but they are no doubt rolling their eyes at the generous subsidies being doled out for ethanol production and the omission of drilling in ANWR (though its supporters insist this will be inserted into another bill later this year). Thus, there's plenty of room, depending on your mood, to be either critical or amenable to the final product. Our nation, of course, depends on safe, abundant and affordable supplies of energy. Fortunately it isn't the government that is entrusted to deliver it, or we might all be in trouble. Rather, it is a vibrant free market economy that operates, albeit imperfectly, to ensure we have enough of what we need. It is for this reason, and not that Congress just passed an energy bill, that we have much reason to be optimistic about the future.
