Governor Glenn Youngkin’s pledge to remove Virginia from the Regional Greenhouse Gas Initiative (RGGI) was approved June 7 by the state’s Air Pollution Control Board.
Pennsylvania Gov. Tom Wolf’s (D) ploy to circumvent the Legislature and force the Keystone State to become a member of the Regional Greenhouse Gas Initiative (RGGI) suffered a setback July 8, when a judge issued a temporary injunction against the move.
“RGGI describes itself as a regional market for carbon, but it is really a carbon tax that is fully passed on to ratepayers. It’s a bad deal for Virginians. It’s a bad deal for Virginia businesses,” Youngkin said.
The Regional Greenhouse Gas Initiative (RGGI) allowance auction tax program (where electric power ratepayers have to pay for the allowances) is particularly nasty because the tax is unpredictable and can become very volatile.
